You should download it and to keep things simple, you can just extract the dll to c:\windows\system32.

After that you can try to reboot your system to see if it worked.

You're probably lacking Physx software libraries.
If you have an Nvidia card, they should come with the drivers, but download them anyway just in case. If you have an AMD card, they'll get offloaded to the CPU, but you still need the software drivers.

ONLY if you got an Nvidia card, you may also want to install the legacy drivers add-on. They recently overhauled how physx work, and some of the older games might not work with the new libraries.
