I'm not sure what's wrong and would appreciate your opinions and insight into a problem that started about 2 weeks ago. Before I explain here are my computer specs:

CPU: i7-3930K
OS: W7 Home Premium 64-bit (6.1, Build 7601)
RAM: 12GB DDR3-1600MHz
MOBO: Intel C600
Storage: 2TB 7200RPM HDD
GPU: 3GB Nvidia GT640
Power: 460W

I've had no problem with this computer for the past 2 and 1/2 years. Usually, except when I'm playing games, the CPU usage stays around 0%-10% and the Memory around 20%-30%.

Recently program after program will freeze, or seize up, on me at random and I will have to wait for them to return to normal. This is during regular non-PC taxing activities like surfing the internet, opening windows derangementer, or playing music on windows media player. I can hop on Steam and play Rome Total War 2 or other games which are taxing on the PC and have no problem. So I cannot see freezing or seizing up occurring due to not being capable of handling a large application. Everything reads low levels of usage on the Hardware so then why is this problem happening with the software across multiple software makers? Why are simple and non-intensive programs just stopping temporarily all at once at random?

I have defragmented, updated all of my drivers, scanned for any malicious software with Advanced SystemCare, Microsoft Security Essentials, Anti-Malwarebytes, etc.

Thank you for your time and patience. Please feel free to ask if you need any further information.

@i7Baby Since the day the desktop was purchased about 2 and 1/2yrs ago.

@Notrix Funny thing about that. If the Browser acts like described and I unplug the ethernet cord and then plug it back in everything frozen refreshes like nothing happened, but only for the browser. I haven't seen it effect the behavior on offline software like windows media player and so forth. So yes that temporarily fixes the issue specific to the browser, but not for the onboard software. I'm not sure if their related because of how the internet connection only effects one.

Thank you both for your responses, hopefully we are getting closer to a possible solution.
