GTX 970 second fan constantly running at 100%

I built a new PC last month. Everything was fine for a couple weeks but now the second fan (nearest front of case) on the GTX 970 is always running at 100%, causing a bit of a noise issue.

I've had a look at the fans using corsair link where it only lists the one fan on the graphics card (GeForce GTX 970 fan 0) which is currently running at 0 RPM as it usually is when not taxing the card.

Graphics drivers are up to date. Does anyone know how to stop this fan?

Specs:
Asus Maximus VI HERO Z87 Motherboard
MSI GTX 970 GAMING Twin Frozr V Graphics card
Intel Core i5-4690k CPU
8GB RAM
Corsair Obsidian 750D Large Tower Case
Windows 8.1

You can try using Afterburner to manually set the fan speed, but I doubt that will work.

IIRC, this was one of the issues that was caused by the fan sticker. You'll probably need to contact MSI for an RMA or have to return it.
