Motherboard no power until CMOS reset

My new pc was working fine until a couple of months ago when the power button stopped working and the light on the motherboard did not illuminate. The shop "fixed" it by resetting BIOS and updating it. The same problem occurred again yesterday. I tried using the CMOS reset button and also removing the CMOS battery for a few minutes, to not avail. Finally I removed the battery for about 20 minutes replaced it and suddenly the motherboard power light came on and the pc works again.

The symptoms seem rather unusual, does anyone know what could cause this? The motherboard is a Gigabyte Z97X-SOC FORCE. Thanks in advance.

I removed the power cable a number of times while testing, but will try pressing the power button for 30 seconds if it happens again (the problem is infrequent). I believe that the wall socket is grounded.
