URGENT, not really ~ >$200 gaming monitor (need help)

title says it all, just help me out as quick as you can? I'm excited.
I have a 22" AOC, its been good, but time for an upgrade.
Size doesnt really matter, bigger would be better, but i can deal.
just need a monitor that can keep up with my 290x AMD card.
I feel like any monitor i have hasnt looked smooth when running games.
So looking further im guessing it needs a low input lag?
also i see that response time matters as well?
i think 120 mhz?

Need more opinions, which is honestly better? the hertz or the ms?
i dont know whether one is better or not?
i am feeling like i have monitor lag when i play games like league of legends, its not smooth, its like choppy, but i have AMD 290x, intel i5 4460 x4 3.20gh, 8 gig ram DDR3, i just dont know why i have that choppiness, and i think its from the monitor not being able to keep up.

Both are important but with a system like that I'll surely want something with more hertz than just merely 60 or 75. It'll be unfortunate if you are getting responsive images but can't get past 75 fps.
