I was wondering which graphical set up would work better in terms of game performance and wattage consumption. I have zero experience with cross firing gpus and apus so I was hoping for some input. Thanks!

Definitely the R7 250\265 Because both cards come from the same line of chipset and were produced during the same time. Crossfire is possible with the other but overall performance boost would be only 20%-25% vs the R7'S at around 50%-70% depending on your CPU.
