I have a question.....if i can combine between my intel cpu graphics HD 4600 and my MSI Radeon r9 270x 2gb gaming OC edition...if i can make the two of them work together! is that possible!

No.

Only AMD CPUs have that system called Dual Graphics with their APUs, but only works on select cards and needs a motherboard to support it.
