cpu cooling methods as i have really high temperature please help!

hi

i currently have a i7 4790k which is running at stock speeds not overclocked.
i have wasser all in one liquid cooler and using the zalman z11 case

however i have beeen getting high temeperatures recently such as 40 degrees idle and like 80 degrees when gaming which i checked is high compared to other people who are getting like 30 degrees idle and like 60 degrees when gaming.
also when i want to re apply paste its so difficult to put back as the screws can be a nightmare to fit, takes like 4 people to put it back in again very difficult

so i was wondering if there any other alternatives which can be better at cooling and more quieter as my pc seems so loud all the time now. i put the fan speed to normal so it increases or decreases with cpu temperature.

i have a budget of around £50.
was looking at air coolers heard they are quieter and simple. but i dont mind another water cooling setup. just dont want to be getting over 60 degrees if possible as that seems the normal for most people when gaming.

clean your pc for dust
get more fans, and have a good push-pull airflow
do a better cable management

these are the cheaper ways of doin things

use a water cooler for better results

your ambient room temperature matters also, say for example: you live in a 25c room and under max load your cpu tops out at 75c, but if you turned on your heater to get the room temp to rise to 30c then under max load your cpu would top out at 80c, see the ting is cpu temps and room temps go hand in hand proportionally.. if one rises so does the other and vice versa. but dont forget what PhatLoyd said about the thermal paste, its usually is the hardest to replace but the normally the most rewarding when it comes to reducing the thermals.
