my brand new pc wont turn on

so i attempted to build my new pc. the parts in question are an asrock extreme 3 r2.0 and a cx 500 from corsair. i first booted it up and it started smoking. i purchased a new motherbaord and tried again but nothing happens whatsoever. the psu passes the paperclip test, but the fans dont even spin up when plugged in to the motherboard. it powers things with the paperclip in it. What is the minimum that has to be plugged in for it to start? pls help X(

Start with just the CPU and RAM and see if it posts

It might be a CPU issue as well or other damaged components. If starting the board with only CPU and CPU fan installed, both 24 and 8 pin power cables connected, is the CPU fan spinning?

no its not spinning. not even the power supply is. i have the motherboard on the rug and i plugged everything in. like i said before the paperclip method works tho. shouldnt the psu fan atleast start?

If there's a short on the board, the PSU does not get the signal for starting.
I would RMA both CPU and power supply, if under warranty (since the board is new).

The paperclip test is not relevant, as the PSU or some of the rails might fail under load.
It is relevant if the fans don't spin at all, but otherwise you might still have a faulty power supply, even if the fans do spin when shorting the wires.

one thing to not was that originally when i assembled the parts, it started up and all fans ran and then they just stopped after about a second and then nothing. the motherboard was smoking on a little chip next to the ram.

That could cause a CPU damage. Can you RMA it?

So a chip on the motherboard was smoking? The board is toast, try and do a DOA RMA and hope they don't reject it for physical damage. CPU & RAM may also be damaged, and the power supply may be the cause for the whole issue.
