my brand new pc wont turn on

so i attempted to build my new pc. the parts in question are an asrock extreme 3 r2.0 and a cx 500 from corsair. i first booted it up and it started smoking. i purchased a new motherbaord and tried again but nothing happens whatsoever. the psu passes the paperclip test, but the fans dont even spin up when plugged in to the motherboard. it powers things with the paperclip in it. What is the minimum that has to be plugged in for it to start? pls help X(

no its not spinning. not even the power supply is. i have the motherboard on the rug and i plugged everything in. like i said before the paperclip method works tho. shouldnt the psu fan atleast start?

one thing to not was that originally when i assembled the parts, it started up and all fans ran and then they just stopped after about a second and then nothing. the motherboard was smoking on a little chip next to the ram.
