Modular cables are cables that can be removed from the power supply when they are not needed. If its semi modular some of the cables that you will always use like the 24 pin and 8 pin are permanently connected and some like the pcie cables and sata cables are removable. If its fully modular all cables are removable from the unit. The purpose is to reduce cable clutter.
