For gaming? Yes. For overclocking, not so much. But I doubt you'll be OC'ing that locked multiplier i5.
If it arrives fully functional, it and your i5 can handle any gfx card you have the money to buy. The GTX 750 Ti OC is a good card for 1080p resolution at near max settings in most games. Max settings at lower resolutions.

What about 1920x1080? Will it be different.

1920x1080 is 1080p. I have built with 3 different GTX 750 Ti cards; EVGA GTX 750 Ti SC, Galaxy low profile GTX 750 Ti GC, and a PNY GTX 750 TI OC. They all were quite adequate at 1080p. I was able to run less demanding games at max in-game settings and still have good framerates. Graphically demanding games like Crysis3, needed to have the settings reduced. Here's results from Crysis3 as recorded by Fraps:
Avg: 47.433 - Min: 36 - Max: 61
Sys Specs: Medium
Textures: High
AA: SMAA (1x)
That was with an i3-4150 which has no problem keeping up with cards of that class.
