Keyboard arrow keys not working in BIOS

Hello, I am trying to do format in my laptop but I can't do it because when I go on BIOs settings, the arrow keys are simply not moving.. Laptop will not open in safe mode too. Only way to open it is with safe mode using command prompt(that's how I managed to save my files). How can I do this format?
