GTX 690 GPU2 Never breaks 40c

I don't understand this at all, but my GPU2 never, ever breaks 40c. The first gpu has all the strain on it, even if I run benchmark tests, gpu2 fails, anyone have issues with this?

Not sure if you have to do this on a 690 but go into the NVidia control panel and make sure that sli is turned on in there. From what it sounds like its not turned on.

Ya I always have SLI turned on. Still not a fix, updated drivers, I have done everything in my power, now I reach out to the Gods.
