Windows and bios booting very slow

Hi everyone,

I recently built a new pc, but almost every time I try to start it up, it takes a really long time for the bios and windows to boot. It is producing less than 1 fps while launching, but as soon as windows is up, it seems to be "fine" again. After that, the performance is still not 100%, but at least a lot quicker compared to startup.

Hopefully you guys can help me locate the issue, because I don't know what's causing it.

mobo: GA-Z97M-DS3H with bios version f5
cpu: Intel Core i5 - 4690k
gpu: radeon r9 290
ram: 8gb 1600mhz crucial

I'm gonna answer already while MemTest is running on the pc.
My OS is Win7 64bit.
All the parts are new, and I have no other add-on hardware installed.

The thing is, only the boot process is very slow. When it's done starting Windows, the pc is running just fine.
This makes me think that there is nothing wrong with my RAM, but I will post the results of the MemTest here as soon as it's done.

Also, for some reason, this doesn't happen every time. Sometimes the pc will start up without an issue.
However, most of those times, it doesn't show the BIOS screen, where one would enter it, and just straight skips to
the Windows animation.

Edit: after 2 hours, and 70% completion, with not a single error, I decided to stop the MemTest.
Apparently the RAM is working as it should.
