Battlefield 4 GPU Usage

i have medium GPU usage around 60-70% but im running on ultra and from time to time i see lags and low FPS i took a look at GPU usage and it was not full memory and core clock are stable but GPU usage is the problem any solutions for this?

Gpu is not hotter then 64c so heat is not a problem

my spec:
Asus GTX 760 OC DCII
Asus M5A99FX PRO R2.0
AMD FX-8350 OC'ed to 4.6GHz
Kingston HyperX Fury 1866MHz 2x4Gb
SSD 120Gb - HDD 1Tb 7200Rpm
Seasonic M12II Evo 620W

Then that's good, now look at your CPU usage. If your CPU usage is constantly on like 95% - 100%?

Then your CPU is bottlenecking your GPU.

Seems to me that higher CPU clock is not allways the better now at 4.4GHz i have better FPS in: Project cars, BF4, CoD-AW
it looks like i did something wrong with DIGI+ power control couse Vcore was on 1.381V at 4.6GHz and pretty much all on extreme phase in DIGI+ maybe it was underpowered or something

i just have one more question i solved the problem as you heard from me but i want to ask another question so this is it:

my CPU is curently on 4.525MHz and its stable on 1.381V on Vcore and NB is on 2.428MHz on 1.2000V on NB everything is stable but when playing CPU Highly demanded game like BF4 it hits 100% on all cores and gets to around 60c max not over it but i have better FPS then ever and GPU is used 99% not exectly always but it hited it and its playing around 90-70% but no lag what so ever is seen is it ok that my CPU is going 100% what does that says to me? i guess that its not bottlenecking couse i have stable 55-60FPS and when playing other games even if my CPU is 100% gpu is also noticed that while playing AC unity
