16GB physically installed, but showing up as only 4GB installed

I have a laptop that has 2x 8gb kingsgate RAM physically in the RAM slots, and it used to show 16GB installed on my computer properties, but recently my computer slowed down, and only shows 4GB installed RAM in computer properties. What on earth can I do?

Yeah, windows 7 ultimate 64bit. Not to mention the RAM was working for the past 5 years and I only started having this problem a week ago.
