Strange problem with my gfx card

Hi guys

Cliff notes-
Did a system build
Gfx card will not perform to its full potential, will not even pull the minimum volts no matter what the load is or for how long.. maxes out at around 90% unclocked volts
maxes out at 60FPS even on old games (target is set for 100FPS)

Halp!

So, I have a strange problem ... I did a system build awhile back and my gfx card will not perform at its full potential... and the reason being (I believe) Is because its either not pulling or its not getting enough power.
I have a Asus 770 gfx card and 3570k and 8gb of ram a bunch of fans etc. etc. and an antec earthwatts 650w PSU which is 80 bronze certified

Basically ive had this problem since I did the build, but havent messed with it until now since im not on the computer that much. Essentially, when I look at my gfx cards usage (even after gaming for hours) it will never pull more than 1187 volts.... ever... but in the overclock settings it says the minimum volts are 1200 and then I can increase from there. It doesnt even pull the minimum amount of volts thats its designed for (so it seems). Games that I should be chewing through at 1080p im getting at maximum 60FPS. Even old games like deus ex I can only get 60fps and it will never go over that (Even though I have the FPS target set for 100)

So, my question is, do you think its the card or the PSU or neither? This really is getting quite annoying and im not sure what to do
 
Solution
install the newest drivers from nvidia and choose custom instal. then select clean instal. restart and test with heaven benchmark

I doubt it since I just loaded Dues ex (i should get 100FPS easy) and turned it off and on and same thing... its not an in game setting at least

Did a clean install... im getting better FPS and im not at that 60 lock anymore but it still isnt pulling enough volts . Im about to benchmark test it here in a few ... but its still locked at 1187 volt

if you are running the benchmark and you are getting 95%+ usage then everything is fine. just because the voltage limit is there it does not mean that you have to be at that limit. if you want to use more voltage increase your core clock and you will hit that limit. the voltage is there to be used if needed but you may have a more efficient chip and you do not need that much voltage. In theory you may even be able to lower your voltage and thereby heat making your GPU even more quiet.

personally i just keep increasing the core clock till it crashes then I increase voltage. keep doing this in small steps till I hit my max overclock.
