Computer Will Not Restart. Black Screen every time

Wow. Ok I am literally at Wit's End. I have wasted my entire day off, diagnosing, Updating, reading online all for nothing, trying to fix what is wrong with my PC. Before I continue I will post my system specs:

*Intel I7 Haswell 4790K(4.0-4.4 GHZ) running Stock at the moment
*Phantek CPU Cooler PH-TC12DX_BL Dual 120mm PWM
*MSI Z87-GD65 Motherboard
*Corsair Neutron SSD 240GB
16GB DDR 3 Memory at 1600 (8gb is G.Skill Sniper, Other 8GB is Corsair Vengeance)
*Gigabyte NVIDIA GTX 980 GV-N980D5-4GD-B
*2x Western Digital Green 1.5TB HDD
*HGST Deskstar NAS H3IKNAS40003272SN 4TB
*Cooler Master Silent Pro M 1000 Watt PSU 80 Plus Bronze
*Windows 7 64 Bit SP1

This build is a little over a month old, and I have had nothing but issue after issue. Most of which were dumb, human error. Others, just unexplainable WTF's. I have been able to remedy pretty much everything on my own. But this is here is the granddaddy of WTF for me.

The problem I am having is this. I recently had a 4770k but decided to go with a Devil's canyon instead (4790K) since after OC, the 4770k chip I had was a terrible overclocker, Guess I was unlucky(story of my life).. Once I got it, I took the proper precautions, and installed the new chip(yes I put thermal paste) everything seemed ok. My Bios instantly recognized the change, I had cleared the CMOS prior as a precaution. Once I changed The bios settings back to what I had previously(Settings I know worked) I hit "save and Reboot" and well...IT did not reboot. No Bios splash screen, nothing. Just a black screen on my monitor. But my PC was indeed on. The mobo lights were on, as were all the system fans(cpu and gpu as well) but there was no display. I didn;t know what to think that a setting was wrong or something weird happened. so I hit the Power switch on the back of the PSU. Flicked off to on. To my surprise the PC just booted up to the windows splash screen and "legitimately" rebooted. Therein lies the problem. Any time I restart from the desktop (Start>restart) or Reboot after saving BIOS settings the Computer hangs, only showing a black screen. The only time it seems to finish the boot up sequence is if I flip the PSU switch quickly.

I want it to be noted, I have never had this issue before. Also it only does this when I RESTART the system by any means. Shutting down the system and quickly powering back on doesn't get affected by this stupid bug.

THINGS I HAVE DONE:

- I literally had another friend of mine, who is more tech savvy than, quide me through every possible thing I could do to remedy this issue. All efforts have been for naught.

Memory -First thing I tried is checking each of my Ram sticks. Checked each and every one I had. Also cleaned out any dust(very minimal) but Issue persists.

- HDD's- Unplugged all, except my SSD drive. Still persisted. Unplugged my ssd as well, and rebooting still gave me a black screen

- GPU - I had an issue with Aero a couple days ago, where I was not able to turn it back on. This happened shortly after I upgraded my processor. I assumed my GPU was to blame for all this annoyance. I did a system restore, dialing back a few days, and Aero is back and has been working fine for a couple days now. I also played games, fully maxed out while recording, with shadowplay and didn't experience any issues. Still I unplugged the Video card and ran the PC using integrated graphics. Restart error still remained. Put it into a differnt PCI-E slot and still the same S#$%T.

-CPU - Since the biggest change to the system was this, and I experienced The two major errors. I thought the CPU was to blame. But I was able to render a video fine (albeit slower than before...but this issue happened with the 4770k as well) as well as play games. I ran a stress test with Prime 95 for 30 minutes. CPU was using 100% of all cores. Temps hovered around 66C, but it didn't stop or crash once during the test. Is it safe to assume the processor is in working order? Not sure on this one still

Flash the Bios- Successfuly flashed my bios to the latest update they have released. Figured maybe the CPU has compatibility problems with older versions. BIG FAT NOOOOPE!

- Updates - Yeah checked just about everything. All is updated,

- Malware - Ran scans with both Malwarebytes and MSE and they both came back clean. Also used CCleaner for the registry....nothing issue persists.

- System Restore--nope, did nothing

- Connections.-I lost count, one how many times I checked all cables were secure and connectors were solid on the Mobo.

-Msconfig - Made sure there was nothing loading on startup and slowly added/deleted programs. Did nothing

- The failsafe...Re-installing my OS. When all else fails this is pretty much the go to. After everything, I thought maybe it's a faulty driver or something conflicting. So not only did I re-install W7 I cleaned out the SSD to boot. A Fresh, squeeky clean install of Windows. Updated what I needed to update and literally have no startup programs and it still hangs on a black screen during restart.

-Aside from nuking my PC at this point, I have run out of ideas. I tried to run system repair of the windows disc, but changing the boot order, "it restarts to save" so it doesn't really help. Besides last time I tried it said "could not fix your system" or something along those lines. The only things I can think it may be, is hardware related. The only things I haven't checked is replacing/swappign the motherboard or PSU. PSU I can try tomorrow, but I highly doubt that's what it is, unless some certain capacitor in the PSU, that functions in rebooting only, got fried.

Please, any help or advice would be greatly appreciated. I have lost sleep and have become extremely mad and depressed at this whole ordeal, cause it's problem after problem(I swear my PC is cursed) and this one doesn't look like it want to remedy itself.

Hey jsch1212, I figured out the problem. Found out that one of the pins under the CPU was bent. The top right corner pin(looking at the motherboard with CPU on top and PCI slots under) was bent out of shape. Had to RMA the board cause bending back would not help it.

Picked up another MOBO and it instantly worked after. Check to see if under the processor(for intel anyways) if any of the pins looked bent or facing the wrong direction. If there is, that may be the cause. Hopefully you can still return to the store/online if it's within their return period. If not you will have to RMA and wait, or purchase another.
