Help building a decent gaming computer for around $1000

Hi. As the title says, I need some help building a computer. I am a total noob in this area so any advice would be GREATLY appreciated :)

Approximate Purchase Date: End of the month

Budget Range: Something in the range of one thousand dollars. Shipping and rebates don't need to be included.

System Usage from Most to Least Important: Gaming, streaming videos, surfing the internet

Are you buying a monitor: Yes

Parts to Upgrade: I'm starting from scratch, so none.

Do you need to buy OS: Yes.

Preferred Website(s) for Parts: Anything will work. I don't really have preference yet.

Location: Pontiac, IL, USA

Parts Preferences: by brand or type (e.g.: I would like to upgrade to Intel CPU)

Overclocking: No
SLI or Crossfire: Maybe

Your Monitor Resolution: Anything over 1280x720 :)

Additional Comments: So, to be perfectly honest, I just need something that will run dragon age three. I don't really mind running it at low graphics setting, but I just want something that won't lag.

And Most Importantly, Why Are You Upgrading: Because I want a decent gaming PC

At that price I'd suggest something around a i5-44X0 ($225) and a r9 280X ($225).

Add in 2x4GB ram ($75), Mobo ($100), PSU ($65), 1080P monitor ($150), windows ($100), and a 1TB HDD ($50), and case ($50) and you have a great system.
