My desk PC boots to window screen and intro sound and mouse arrow works, but doesn't boot any further. Set windows restore point twice and wait 30 mins on each reboot. But, still the same results. Safe modes work. I have windows xp pro with 3rd service pack.

Well, the good news is that it is fixable!

Your windows 'shell' (explorer.exe) is not opening. It works in safe mode, so that means that 'something' is starting with windows that is causing your issue.

It is 'generally' either A: a startup program, or B: a device driver in device manager. We start with the 'startup items' using a tool called MSConfig:

you'll have to do this from safe mode.

click start, run, then type 'msconfig', click ok
Once MSConfig tool opens, goto the 'startup' tab.

Here is a list of programs, that 'start with windows', these have all been installed, after windows XP was installed. They are known as '3rd part programs'. Too many of them slow your computer down, and alot of them likely aren't even needed to...
Safe Mode works so that usually means you've installed a third-party driver which Windows doesn't like. It could even be a third-party firewall, antivirus, or a CD/DVD application/utility since they all install drivers too.

So try to recall what you installed just before the problem started. Whatever it was, uninstall it in Safe Mode then restart Windows.

Here is a list of programs, that 'start with windows', these have all been installed, after windows XP was installed. They are known as '3rd part programs'. Too many of them slow your computer down, and alot of them likely aren't even needed to start with windows , to work properly.

uncheck everything you see in the list, click 'apply', then goto the 'services' tab.
At the bottom of this, check 'hide all microsoft services', what is left in the list are '3rd party services'. uncheck all of those, click 'apply',then 'ok', then reboot.

If you can get to your desktop (which might give you some errors, as we've turned some programs partially off, don't worry about them right now) then your problem is in the list of items you have unchecked. What you do then, is re-enable 'half' of what you turned off in previous steps, until the problem is re-produced. Eventually you'll find exactly which program or service is causing the issue, in which case you can uninstall / reinstall it later.

If the MSConfig attempt still does not bring you a desktop, then put all checkmarks back to normal, on the 'main tab' of MSConfig you can select "normal startup' for this.

That leaves 'drivers', so goto safe mode, open device manager (control panel, system, hardware, device manager) and right-click any drivers in the list and 'disable' them if you can. Restart, problem should be gone, in which case you can start re-enabling them until the problem re-occurs.

If it is not a driver or startup items, then it could be other things such as a corrupt user profile, etc. Need to know if above worked before can go any further.

It is a bit of work, no one said troubleshooting was easy, it's why techs get paid 'the big bucks' LOL

Good luck!
