Okay I have a gtx 770 4gb and a 500 watt psu which is less then the needed 600

When I run this game sometimes it will run but other times it will cause my computer to restart
When I check my temp its hitting in the 97-98 range when it doesn't crash so is it the psu or the card?
also because a picture is worth a thousand words

From one review http://www.hitechlegion.com/reviews/graphics/36599-evga-770-dual-classified you can see 1) the temp is high, 2) yes, the GPU need the 42A on the +12V rail, that is more important, and the BP500U is the problem because it has less the Amp on the +12V rail.
Try replace the thermal compound on the GPU, http://www.youtube.com/watch?v=VuMcVpUSuBA get other better PSU. like the XFX 550W PRO550W http://www.ncixus.com/products/?usaffiliateid=1000031504&sku=59615&vpn=P1550SXXB9&manufacture=XFX&promoid=1353
Yes, the temp is high, temp should be around 80°C.
Can you list the PSU specification, also the CPU and MB too, because sometime other parts will cause the PC crash too.

You also can try MSI afterburner to control the fan speed http://event.msi.com/vga/afterburner/download.htm or replace the GPU thermal compound like using Arctic Silver 5 High-Density Polysynthetic Silver Thermal Compound AS5-3.5G or other case that has the best airflow ( I don't know which one you have).
