For this example's sake,lets say we have two identical cpu's. Their only difference is that one's clock speed is 2ghz,and the other is 1,9 ghz but it can get on 2ghz by using turbo boost. Will those two cpu's perform identical when being at 2ghz or the one without turbo boost will be better?
