what is the term used to find out what the highest temperature a cpu can handle? and what is the highest temperature my i3 4370 processor can reach before it throttles?

The Thermal Junction's maximum temperature is the point at which the microprocessor begins to throttle back the clock speed to prevent damage. If temperatures continue to rise, the thermal shutoff will kick in.

If you wish to maximize the lifespan of your purchase you should keep temperatures below 80 degrees centigrade.

The term I know is just max safe temp. And the i3 4370 is rated up to 72C accoding to Game Debate and CPU Boss. Does this mean you will kill your chip if it runs at 75C? No. But you have to consider (if you are overclocking) that the higher over the temperature "limit" you run your CPU, the shorter it's lifespan will be.
