can't install LAN drivers, Access is Denied

On a new WinXP sp3 installation, when I try to install the integrated Ethernet Controller drivers (Broadcom 4401), I get the error message "installation could not be completed, access is denied".

I've tried installing them every way I can think of but always the same result. Today I went into the registry and checked the permissions for PCI, and they read Full Control(System) and Read (Everyone). I changed the Everyone to Full Control, and also tried checking "replace permissions entries on all child objects with entries shown here that apply to child objects", but the problem of access is denied remains.

I've also tried reinstalling sp2 over the sp3 installation, but that didn't make any difference.

Does anyone know how to fix this problem?

I created another administrator account, restarted the computer and logged on into it. Tried to install the LAN drivers, but the problem was still there, "Access is Denied".

I've also run three rootkit programs (Rootkit Revealer, Blacklight, GMER) and Malwarebytes quick scan, although without internet access I can't update Malwarbytes. I'm downloading some portable antivirus programs right now, ClamWin, Sophos Rootkit, Vipre Rescue, Emsisoft Emergency Toolkit, Spybot. We'll see if anything shows up, but I've run other antivirus programs (from a boot CD) and haven't shown any virus type infections.
