I built a AMD FX8320. I'm not a gamer but want to edit audio and some video. I was thinking of running R7 250 or 260 with 2gb of DDR5 for about $100 or more. I can get a GTX 650 with 2gb of DDR5 for around $68. Is it really going to be a big difference for what I do even though I've always been a AMD/ATI fan?

R7 260 vs a GTX 650, the 260 gives you roughly 1/3rd better performance: http://gpuboss.com/gpus/Radeon-R7-260-vs-GeForce-GTX-650
It's your call if the $32 is worth the better performance for video edition. For audio editing, the GPU isn't going to help much.

If you plan on doing a more than 4 hours of video editing a week go with the better card, if you are tight for $$$ or you won't be doing 4 hours of editing per week go for the less expensive card.
