As the title suggests I'm looking for a cheap Windows 8 tablet. Particularly sub $300, but I'm willing to dip into the 300-400 range if the option is very attractive.

I'm looking for a tablet that can allow me to:
-use ms office programs with ease and simultaneously
-effortlessly consume media with little to no slowdown.
-run multiple programs (specifically excel, chrome, and Adobe Reader) seamlessly with little to no slowdown
-be able to connect my device to an external monitor or TV for presentations or viewing media

I'm looking for the best bang for my buck. I don't need a true HD resolution, or a 10 inch screen, but if they are priced right I would definitely prefer them. I'm mostly concerned with optimal performance.

I know I'm picky. I've been jumbling around options for a week now and I'm no closer to narrowing down the choices. I am hoping the more technologically inclined and experienced users here could provide me with great suggestions.

P. S. I might prefer dual band wifi. From the brief search I did it's apparently faster? Or has stronger connectivity? Maybe someone can clarify this for me as well.

Phew. Hope it isn't too long to read. Thanks in advance for any assistance! I appreciate it!

All tablets above meets your requirement . Go with any tablet which you like most . It's totally on your preference.

Also , Dual band is nice, particularly if you have a router that supports it, but it's not essential. Most smartphones , tablets and low-end laptops are still single-band only, so everyone supports 2.4GHz.

The main time you see a benefit from 5GHz is when there's lots of spectrum congestion.

Great! Thanks for all of the suggestions as well as clearing up the wifi bit. I've been looking at these options recently. I would imagine running a full windows 8 OS on a 32GB tablet leaves me with very little space to play with. So I might opt for 64GB versions. Additionally, are there any differences that you know of in terms of performance? Many of these tablets are listed with similar processors so it is difficult for me to asses the differences in performance. Moreover, they are all priced around the same. Based on the comparisons I'm leaning towards the options with micro hdmi and better battery life. Are there any other important factors I should consider based on my reasons for using a tablet?
