First time building PC. Looking for criticism on specs

Currently I'm looking to invest in a new PC to both play games and draw on photoshop. i have a toshiba satellite that's been having hiccups in performance regarding drawing on a tablet via photoshop, and running games I want to play. Currently I play league of legends and Tera Online. League runs fairly well, going from 35-50 fps on low to medium settings, but for tera, everything is set on low and runs at a terrible 10-30 fps with a fps drop to 0 at times when entering giant instances or big populated areas.

I've asked around and searched online for specs regarding running games like these efficiently. I'm not looking to run these games at the highest settings, but at to least run them at mid-to high and have them run smoothly. I'm also wondering if this type of rig could play other games pretty well? I'm currently thinking of buying Ultra street fighter 4 and some other titles if I do purchase this rig. My budget is around 500-560. My major question is if this rig is good enough, or do I need to change things around? I'm very new to PC building, so please be patient with me. Thanks in advance.

Oh, another thing brother is the OC potential of that chip. Have you done overclocking before? The rig that I suggested is ready for overclocking so if you can overclock the CPU and GPU that game is a piece of hazlenutcheescake with blueberry icecream. :) I don`t know if that exist though.

i just wanna make sure since this is a big investment in my eyes guy. Not to mention, Tera, one of the games i mentioned, apparently requires lots of cpu usage, so I really just wanna make sure before i buy.

thanks so much for the help then! I never done overclocking but im sure i can learn from friends who are more advanced in this than I am. Not only is your build apparently better, but cheaper too! I appreciate the help
