How could I go about building the least expensive Desktop PC? (Not meant for gaming!)

What could I use in order to make the least expensive PC available? I am thinking around 200-400 dollars for a price range. This PC would need to last a good 3-5 years with minor repairs, and be required to operate standard tasks (movies, email, internet) with little to no major lag. It will need the ability to project onto two monitors. Thank you for your time.

Again, this is NOT a gaming PC, this will be strictly meant for operating business related programs, and minor entertainment applications.

though the lowest spec Lenovo H30 is selling for $349 right now and is a better PC than the Dell. I would persohally not build a bepoke PC if price was the main driver and would take a look round the major suppliers websites for offers (the dell is discounted $50 and the lenovo $200) and get one there. It's worth it for the warranty and OS (i believe it's around $100 for windows 8.1 in the US) alone.
