HD7970 Fan speed stays at 20% all the time

while gaming fan(s) usage should easily reach 40-50% .through catalyst control center, enable overdrive. doing so, you should be able to adjust the slider for the gpu fan(s) usage. if it is adjustable but fan(s) operation doesnt increase then thats clearly a problem. reinstall the latest whql drivers. if problem persists as said claim rma! (an 7970 would always operate at lower than 75c at stock settings under load!) unistall all other monitoring software and remove any profiles saved.keep only ccc. running simultaneously more than one, may lead into conflicts.

You cannot change the fan speed manually? So in a program like Afterburner? It could be a driver issue, try uninstalling and re-installing your driver. If that doesn't work it may be a defective card, try getting a hold of the manufacturer and and see if you can get an RMA.

i must admit i should have asked for your specs earlier!

1)your psu isnt good enough quality wise.!
2)your cpu already bottlenecks with your 7970!

thats an unbalanced pc you have. since your psu isnt that reliable, i would try running 7970 with a decent unit or try running it with another system (if possible) to determine whether it is a psu fault or a gpu one.
cpu bottleneck or not running somethig like furmark should display a temperature increase in proportion to gpu fan usage.!

I will upgrade my cpu i know about that bottleneck but still gpu fan cant be stuck on lowest rpm on high temps and the rpm goes even lower when gpu usage goes up thats very strange i had no problems with my previous gtx570
 
7970 is still more power hungry than your previous gpu.! even such problem is more likely to be a gpu fault, there is still a chance your psu is the culprit. if though there isnt a way to test with another psu or with another system, you can claim rma. about your cpu upgrade i would additionally suggest a mobo upgrade also.! amd 760 chipset mobo isnt appropiate for the latest vishera FX cpu. i wouldnt use more than 95w tdp cpu with your mobo. i would also flash to the latest bios before upgrade.!

Unfortunately i cant try it in other pc. I was thinking about fx6350 but it has 125w tdp...
