Is this normal? 100% GPU load when running modded Skyrim

I currently have an i7 860 Processor along with Sapphire Dual-X R9 270x 4GB GDDR5 running my Skyrim game. The GPU load reaches at some point of time in game 97~98%, then anything that pushes it further than that, the game just crashes. CPU usage seems to be up at max, below 50%(closer to 30% most of the time). Is this a normal thing(as in it's suppose to crash under these conditions)?

That kind of GPU usage is normal while gaming. It just means that the GPU is working as hard as it can, which is what you want. CPU usage is usually lower in games, that's normal as well.

Crashes are not normal though. The first thing that comes to mind is a buggy mod. Do these crashes also happen when running unmodded Skyrim or other games?

Not that I recall, then again the GPU usage never reaches that limit under regular circumstances when playing Skyrim. I notice the GPU load reaches that high mainly in very grassy areas along with a few enemies/npcs on the map. I thought it was a mod crashing the whole time(which could be partially true) but then I took a look at my GPU usage and realized that after pushing it beyond 98%, it just crashes, wasn't sure what to think on it.
