AMD R9 280x Problem with PSU or what

Hello, I have AMD Radeon 280X Vapor-X but I change the cooler with Accelero Xtreme III in idle she hold 30-32 degrees. But if i start Watch Dogs on "Ultra" or "High" he have problem, on "Ultra" I hear one high frequency sound, but I donk know from where. I think is impossible to be from the PSU because my PSU is 470W Fortron. On "HIGH" the problem is in the textures she change it, but I can't hear this Hi-freq sound. I playing on 1280x1024 display resolution. And in game the gpu is holding between 50-65 degrees. I have tree questions for now.
1. Can I be have this problem with textures and Hi-freq sound because my PSU is not strong enought ?
2. Are is this temperature is normal ?
3. How is the maximum temperature who I must goind in game ?

Yeah, it's possible. If you're getting the exact same sound using another PSU then the problem is likely to be something else. Take the cooler off the GPU and see if it still makes the sound. Why did you remove the stock cooler in the first place? You can also unplug case fans, one at a time, to see if any of them is making the noise. You can also unplug the cpu fan for a very short time to eliminate it as the cause as well.
Ok, you're wrong on many levels. To start with, that GPU needs a high quality 550w PSU MINIMUM. 620 or 650w would be preferred. Also, Fortron is another of FSP's labels and they make both good and bad PSUs. Regardless if that might be one of their better models, which I'm fairly certain it's not, it's way too small for that card and more likely than not doesn't come close to even putting out the rated 470w. I could tell you for certain if I knew the model number. Regardless, you need a higher capacity unit and it is very likely to be undervolting the GPU and causing any number of issues.

For that GPU, you want a 550w-650w Tier 2B or better unit from this list:

Keep in mind, just because it's rated for more watts, doesn't mean it's any better. It could be worse. A cheap 850w PSU is less likely to allow a high end card to perform as well as a very good 550w PSU. It needs to be a good quality unit if you want to have any chance of determining whether it is in fact the issue. Plus, cheap PSUs are known to damage hardware, sometimes even destroying an entire build or exploding, as seen here:

If it it doesn't have a good review on Jonnyguru, guru3d, anandtech, hardocp, techradar, Tom's hardware or listed at Tier 3 or higher for it's exact model number or series on the Tier list, don't trust it. And be watchful of the model number. Some series of PSUs have good models and bad. For example, a certain series can have models that are very good on all the models over 750w but their 650w and lower models are made by a different OEM and have issues. This is clearly noted on the tier list.

Before some hours I make few test, first I connect one 600W power supply but I dont remember the brand, the Hi-Freq sound have it again, here I was downcklock the GPU whit MSI Afterburner. After this I connect one more PSU one to powereng Mobo + CPU and all another components, and those 600W for GPU powering. The sound it was there. Are is possible to come from GPU because now is broken, or maybe coming from one of fan's ?
