Is this a good overclock for my GTX 980 ? because if i go any higher it becomes unstable.

Current GTX 980 OC settings are +215 for the core and +530 for the memory.

Voltage is at stock. If i try more core shadow of mordor freezes after a couple of minutes.

Core clock is at 1455.

It does not get stable past +220 clock even though i try and raise the core voltage.

Sounds like you've reached the limit. Overclocking is never an exact science and sooner or later you'll hit a wall. This is particularly true with GPUs, which can't be overclocked to the same degree as CPUs.

I've said this to a lot of people in the same position; games always show signs of instability before overheating becomes a concern.

Sound like it. Core clock is stable at 1455mhz. Is it a good overclock any way ?
