is a lower memory latency better or is a higher mem latency better when im reading results on cpu benchmarks website?

Lower is better, but it's only a small part of the picture. If we're talking mostly gaming, in order of importance, it goes something like

1. RAM Capacity
2. Number of RAM sticks.
3. Position of RAM sticks (both of these are to take advantage of dual or quad channel RAM technology).
4. RAM frequency.
5. RAM timings.
