Video Game and Video Player Stuttering/Frame Drops, please help!

Hello,

New comer here. I thank whoever, in advance, for trying to help with my computer problems.

Ok, my problem is with video and video game stuttering or frame drops. I will be playing (insert game here) and out of no where the game will go from 60 (say I have vsync on) to 45 frames for a minute or two, then jump right back up to 60. I know this sounds like I should just turn down my settings, but let me try to explain further (not very good with words). I will play (say assassins creed) any game and run around back and forth in the same area to test out the frame drop. I run around this level for 5 minutes or so and it will stay stable @60 fps w/ vsync on, but then out of no where it drops to 45 fps. @45 fps, I run around say area, it lags for about a couple minutes then goes back to normal. This happens in most of my games.

Now my new problem is with watching videos online. The same issue happens with videos as it would with what I explained above with video games. I will be watching a movie or anime and out of no where it starts stuttering when the scene moves (like walking or panning up and down).

I have come here because I cant take this any longer. I just built a brand new computer about a month ago and I want it to work correctly.

System Specs:
i7 4790k
Maximus VII Hero
G.Skill Trident 16gb @2400mhz
MSi Twin Frozr V 980 4G
Corsair 860 psu platinum
Samsung 840 Evo 1tb

I have run System Mechanic Pro, MemTest, DxDiag, etc. Please help me out! Give me ideas of what it could be! I am not a noob when it comes to computers, but I also do not know everything. Everything I know is from self improvement through hard work, research (google mostly) and trial and error. Thank you for reading, hopefully we figure this out.

It is a brand new card, works fine on benchmarks.

More of the video player stutter... it does not stutter all the time, only once in a blue moon, but when I reset the comp it doesnt stutter anymore til the next blue moon.

I use two different Monitors (technically one monitor and one plasma tv). The PC monitor I use it a P2370HD Samsung and a Panasonic Viera 50 inch 3D Plasma.

I have tried with vsync off, in all games. Some games look great with vsync off, some games look better with vsync on, but when this stutter starts it doesnt matter what settings I have it drops frame rates and sticks to the dropped frame rate for a certain time, then goes back to normal.

I run System Mechanic Pro w/ LiveBoost, which turn off certain things when I game yes. Windows update runs, Logitech Gaming Software, AI Suite 3, that is all I have running.
