Frame drops / Lag spikes . Can anyone help me out?

Can anyone help me out?
Whenever I play a game I experience a lagspike (ex. WoW : Normal FPS=60 / Lagspike FPS>20).
Lagspike in games:
World of Tanks / Settings : LOW - sometimes
World of Wacraft /Settings : LOW - always (it doesn't matter if I am in a instance/town/far from players)
Counter-Strike Global Offensive : LOW - constant lag-spikes (FPS dropping from 150-120 to 30-20).

My system is :
Motherboard : MSI GM880 e41
Graphics card : GeForce 9600GT SparkleCalibre version
RAM : 6144 MB 1333 Mhz
CPU : AMD Athlon II X2 250 3,02 Ghz Stock
PSU : CoolerMaster Elite power 460w - 6 YEARS OLD :( (it's buzzing and I think that started after I fried my old mobo and the buzzing you can't hear when PC is in normal work (because of all other hardware) only after I shut it down.It's somewhat quiet)
HDD : WDC WD800JD 60MSA1 74.4 GB
OS : Windows 7 Ultimate x64

I tried:

Cleaning PC Defragmenting hard disk
Clocking CPU
Cleaning hard disk
Clocking GPU
Scanning system for viruses/malware (WSE)
Re-inserting RAM
Updating all drivers
Re-installing OS
Disabling antivirus protection (Windows SE)
Closing all programs in the background.


Temps are normal.
PSU voltages are normal.
CPU usage is normal.
RAM usage is normal.
Hard Disk is 100% healthy/no bad sectors.

I don't know are lags caused by internet connection because I don't know how to check on that.


..But I recall that my brother reported a lagspikes after I tried downsampling (which I am not using anymore)
I also have onboard graphics card and I've tried to determine is cause of lagspike my graphics card but it's so weak that every game lags and I can't tell are lagspikes occurring.

Yeah,I know this build sucks for today's standards but currently I can't afford anything better.
I am sorry if the topic is in wrong category.
I've tried searching solution for this problem for quite a while and I simply can't find a solution.

buzzing on your PSU is definitely not a good sign. It's possible that your PSU is not providing stable power to your components, and when its output fluctuates so too does the performance of your system.

Yes, I know that but we're also talking about the PC which was capable running the BF3 MP/High/64 Player sever with about 40-50 FPS.
I can easily run CS:GO on higher settings also.
