Z87 classified mobo, intel i5. motherboard gives undefined error (FF) when I try to restart.. Any ideas at all?

UPDATE: Sorry for the delay in this reply, I've been busy with school when I'm online. I'm just hoping to learn of some generic possible causes to this problem, it might be unique to my system, so I will explain in detail. I am hoping there aren't too many things that could cause this to happen, so I don't have to troubleshoot TOO much without results.

I'm in a hurry so I'm just going to paste my complete build from Amazon:

Glad I got that out the way! Sorry for all the text^

I'm wondering if its something to do with the solid state? Maybe restarting uses a lot of power and the power supply cant handle it? The RAM runs at the maximum rated voltage that the motherboard says it can handle, maybe it goes over slightly and the freezing/crashing on restart is a safety feature to prevent damage to the motherboard? Something else maybe?

Again, the problem is when I choose to restart the computer, it shuts down but does not power up, the computer hardware remains on and LED lights are visible in the computer, but the screen is blank. A diagnostic chip on the motherboard with an LED screen reads error code "FF" which is not specified in the manual, I assume it just means there is a problem but it doesn't know what.

Shutting down and powering on manually has worked for everything so far, even updates that require restarts still work if I just kill the power when it hangs on restart as described above, and turn it back on.

Any ideas or possible causes to this problem are welcome!

I updated my original question to include details on the issue and listed the components of the build in question. I'm pretty confident everything else is working on my end, so hopefully after this I can start solving problems for the community instead of creating them

Thanks!
