VIDEO CARD RANDOMLY STOPPED WORKING(not displaying anything)

*NOTE: this is not a new build, my PC has not changed configuration in about 2 years*
Last night i fell asleep at my computer while watching a youtube video. When i woke up my monitor had no signal, I figured it went into sleep but when i tried moving my mouse nothing happened. I was in a hurry to get to bed so i flipped the switch on the power supply to shut the PC down, and went to bed.
Today when I tried starting my computer, i still get no signal. I can also hear the fan on my video card pulsing (it spins very fast for a couple of seconds, then slows to normal for a few seconds, and repeats)
The fan has only ever been audible when the card is running very hot, or there is a problem.
The video card is clearly recieving power, because it lights up and the fan operates at an audible level (only when i plug the dvi cable in)

I am able to use the onboard graphics from my mother board, and windows starts fine.
I reseated the graphics card, this did not fix the problem. Yes i made sure everything was plugged in firmly.

my device manager in windows displays my onboard graphics (ATI Radeon HD 4200) but not my graphics card
