it's a stupid title, but i want to run window 7 for older hardware and software. can I make them compatible in window 8? Specially I want to install inernal tv tuner card which is not compatible with win 8. it is not detecting in win 8. how can I ..?

Short answer: You can't.
Have you tried loading the Windows 7 drivers and software? Try running them in compatibility mode when you run the installer.
If that does not work, then perhaps look at either new hardware or downgrading to windows 7 again.
