Low GPU Temp. and Low Fan Speed

So my GPU stays at around 40 degrees Celsius and the Fan Speed stays automaticaly at 15% even when i'm gaming (MSI Afterburner). I experience low performance on games. My GPU is GTS450.
Also my other specs are:
Motherboard: GIGABYTE GA-MA770-DS3
CPU: AMD Athlon 64 x2 +5000
RAM: 4GB DDR2
If it's the case of a bottleneck from the CPU, can I overclock and/or unlock 2 cores (Asrock UCC) to solve the problem? (I'm looking forward to buy an Asrock N68C-S if needed)

unlocking cores is hit and miss mate so dont rely on it.
especialy if your thinking to oc it as well.
your issue will likely be a huge bottlenck on a lot of games as your mixing a 8+ year old cpu with a 3+ year old gpu.
thats about x2 more powerful than the cpu can handle.
back in the day i had a 4600+x2 which bottlenecked my old 8800gt (by about 10%), i swapped that out for a 6000x2 and the bottleneck was "just" gone.
in comparison the gts450 is about x2 more powerful than the 8800gt so will defiantly cause bottleneck issues on most new games and a lot of older 1s.

to be sure load up your games and check the cpu and gpu usage. most likely you will find the cpu at 100% load while the gpu barely reaches 50% if this is the outcome then...
