USB Ports Not Working After PCI-E Card Failure

Hello,

I am working on a PC for a friend and am having an issue with it. He wanted to revamp an HP desktop for video editing. One of the things I installed was a PCI-Express USB 3.0 card that I got off of eBay. It requires I plug in a 4-pin IDE power connector to it.

So, I installed the card and powered on the PC. It was fine for a few minutes but then I saw a flash in the case and turned off the PC. Upon opening it up, I found that a component on the PCI card fried and was black. I took out the card and booted the PC up. Now, none of the USB ports on the entire PC will work (the ones on the front of the case and in the rear that are attached to the mobo). If I plug-in my phone to a USB it charges, but it doesn't seem like the data aspect of it works. It won't recognize any of my keyboards or mice. I pulled the power from the board and pulled out the battery, and then reconnected.... same issue. Does anyone know if there is something else I should be trying, or does this mean my mobo is fried? I appreciate any input.... thanks.
