Driver/Performance issue on GTX 670 and i7 4790k

When I first installed Windows 8.1 Pro I started having problems with my Nvidia drivers and game performance issues, I first noticed the performance issues in Arma 3 as I was getting 20FPS or so. I then noticed it in Counter Strike Source, I was getting around 80FPS or so. I attempted to any of my games and after about 30min or so the frames would drop down to single digits as well as slow my computer down and by slow I mean SLOW. There was a huge delay in mouse movement and computing to the point where the computer was literally unusable and I had to turn off my computer. I attempted many "solutions" but none worked but a "temporary" fix that is not working for me right now for some reason is to just reinstall the drivers and restart my PC UNTIL my computer worked. I had to go into Borderlands or CSS to see if the FPS was where it was supposed to be, if it wasn't then I would reinstall the drivers and restart until it worked. I just reinstalled Windows 8.1 last night to see if that fixed my issue but it didn't.

I went on the Geforce forums to see if others had this problem and there were some that had it and couldn't find any fix for it. That was about 2 months ago or so and about 3 new drivers since and still no fix. I tried the DDU from the forums and technically it didn't work because that process fixed my problem temporarily as much as a clean reinstall and a normal uninstall. The problem isn't hardware, so please don't ask me to check my PSU or tell me the problem is the airflow in my case, because I know it is not, I've tried different power supplies and my airflow is fine, I've been using it for a while now. And no it isn't the video card I have tried it on a different PC and it works fine and the fact that it works fine on my PC sometimes means something.

I have no BSODs and have tried so many things to try and fix my problem. Just recently I heard that it might be a timing issue with Windows, but I only looked into that to a degree. I have disabled Intel Graphics but I've heard of stories that it might interfere with video cards. I forced PCIE in BIOS but there are many settings in there that I do not know about them all, pretty much all of them.

Previous drivers don't seem to work either and to my knowledge, my computer is up to date with updates and I have installed the necessary drivers for my motherboard.
I am really frustrated and disappointed that I can't find a solution to this problem. Nvidia and Windows is of no use!

I checked the Power % while running CSGO just now and it was between 47-60%, which seems low but the voltage is normal and clock speeds are normal.

I really could use some help.

I got the computer to work yesterday the way it was supposed to and decided to record some info while running Aliens Isolation.
When the computer was running fine, I noticed that the Coreclock was at 1006MHz, the FB Usage was at 47-50% and the Voltage was at 1.112V
When the computer was having its issues, the Coreclock was at 1058MHz BUT I noticed that before I had seen it at around 750MHz, the FB Usage was at 15% and the voltage was at 987-1.175V.

The other information I found irrelevant because it was the same on both situations and were normal to that of normal usage. Could someone find the relationship here? Again, I found the Coreclock to be lower before as well as the FB Usage.
