Can't expand 700gb boot partition to 3tb or merge with 2tb partition

Agree with RealBeast, we need more information.
Is the 700GB Partition on the same drive that you are trying to extend with the 2TB partition? If not, you are pretty much going to find it impossible to extend a drive to another drive. There are software solutions to do it but.... I've read bad things about them and their failure and data loss rates.
If the partition is on the same drive, I would recommend downloading EasEus Partition Manager or something comparable to it (You should be able to find a program for free that can do what you want to do) and using their wizard to do it.

The main reason why you might not be able to extend the 700GB partition with the 2TB one is that the 2TB one has data on it. If so, you will need to move...

The main reason why you might not be able to extend the 700GB partition with the 2TB one is that the 2TB one has data on it. If so, you will need to move ALL that data off that partition, preferably to a backup external drive or the 700GB partition if it has enough space for it; delete that 2TB partition; then extend the drive.

If the issue is coming because the 2TB partition is to the LEFT of the 700GB one in the window and it is empty, download the Easeus software referenced above, delete the 2TB partition and move the 700GB partition left using the "Move Partition" tool in the Easeus software or whatever partitioning software you download.

If it is full of data, first move the data to the 700GB partition manually if there is enough room or to a backup drive if there is not enough room in the 700GB partition, do the steps in the 'partition is to the left of the 700GB one' post above.

Codicil: ALL of these "Move the Partition left!" operations will take a long time if the partition is nearly full with data that you are moving. Sit back, relax, get a pizza because it can take up to 24 HOURS to move a partition left on a drive if it has more than 40GB's of data on it (with my computer and that amount of data, it took 1 hour),
