Hello, my mother board is going orange for a sec then dies

I got a brand new pc build it from scratch. I built it but when turned on got 4 beeps. I reseated the ram, gpu power and thw mobo power. Now when i turn it on i get a orange light then it goes away....

My cpu fan and back fan get power. I took everything apart testing each hardware.

My mobo is a x99 ud4 gygabyte. Psu is 750w gold photon rosewill.

I need help idk what to do.

And whats the CPU and mobo? Has it even been able to post. ??
