Can I lower the price of my build without decreasing performance?

I'm planning on building a budget pc soon, here are the specs:

I'm wondering if there's any possible way to lower my price without lowering performance.
I live in the UK so it might be different prices but I don't think it will matter.
Also is a CPU cooler necessary?

It's a basic build that allows future upgrades. I don't know your actual budget, so you can spend the rest of budget on the GPU.
As for the CPU cooler, I don't think you'll need it. The CPU I selected comes with a stock CPU cooler. It's fine for your regular usage , but it might be a little noisy when you run games. Unless you are planning to overclock, I don't think you'll need a CPU cooler.

Let me explain how I chose my build.

firstly, I looked at the OP's build at pcpartpicker. I noticed that it was from the US, so I switched to UK. The total cost was about 310 pounds. I also noticed that the price of the GPU was not included. I didn't want to assume what his budget was, so I listed everything but the GPU. Selecting a GPU isn't that difficult. Pay more, get more. So I told the OP to use the rest of his budget to choose a GPU.
