If the issue you are describing is that Internet Explorer is not present on your computer, you can follow the instructions provided here to enable Internet Explorer. If the checkbox for Internet Explorer is not present in the dialogue for enabling features, you may have corruption of your system files.
To check and repair system files in Windows 8 and newer, run the following command from an Administrative command prompt. See Repair a Windows Image.
