Windows 8 starts up at 1024x768 and messes up positions of icons

When windows 8.1 starts up, my desktop icons will always be rearranged back to default position. They will all be aligned to the left and won't remember the position I put them in the last time I turned on the computer. I have a 1920x1200 res monitor and the res seems to stay at 1920x1200 visually when the computer starts up, but I have Samsung Magician installed and it will pop up an error that says doesn't support 1024x768 or less. So I'm thinking that somehow my resolution is being changed maybe even for a brief unnoticeable second to a resolution of 1024x768 or lower and that is messing up my desktop icons positions. I have a R9 290 plugged in to the displayport.

I have a Asus PA248Q and it's DP to DP. I have reinstalled drivers numerous times. Starting with Catalyst 14.3 and I've updated drivers incrementally throughout the past couple of months to 14.9 now. This issue has persisted for a while, but I just didn't think too much of it until now. This issue doesn't occur through HDMI though, but I need the HDMI port for other devices.

Can you check the settings on the monitor? Can you set it to not search for inputs?

I am thinking that the monitor is searching inputs instead of sending the monitor details (resolution) to the computer. Because it is not getting the correct res it is defaulting to a lower res.

Well I have to manually select the inputs on the monitor. It's always kept at Displayport. There is also no option on the OSD for searching input signals. In windows the monitor is recognized as a Generic PnP Monitor. I don't know if that is what it's suppose to be or not.
