My computer suddenly restarts ONLY when streaming videos

I've had this built computer for about 3 months now and I've been dealing with this random problem that came out of nowhere this weekend. My computer runs efficiently when playing games like Borderlands 2, Civilization 5, Counter Strike : GO, on full settings with max resolution. I'm even allowed to stream osu!(rhythm game) on twitch with ease. Downloading, uploading, and rendering didn't seem to be a problem for me. However for some reason whenever I watch youtube videos or anything HD, it suddenly restarts and I see a "99c" on the bottom right (not sure if it's related to temperature or anything else).

Things I've done so far based on research on other people's forum posts on this website :
-I've checked on my cpu, cleaned out the dust and also reapplied thermal paste,
-made sure everything was plugged in on my computer
-checked the temperature via HW Monitor to see if anything went wrong and it seems like nothing was overheating (even while watching a video)
-I also updated my video card, updated my bios and other drivers
-reinstalled adobe flash player/google chrome/firefox along with restarting the registry
-Move my ram sticks to another slot
-Move my SATA cord to another slot
-Looked at my event viewer and it showed up with "The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly."

So I'm guessing it's either a problem with one of the other components, or a problem with adobe flash player because coincidentally it shuts down whenever I use it JUST to stream hd videos.

at idle it's usually around 30-40c, but rather than that it's on 70-80c

I don't want to buy anything just yet until I can find the solution, because this is getting really irritating as I'm already broke and saving up for more necessary things.
 
Solution
The CPU is overheating and shutting down. The PC is set to auto restart on failure.

Blow out the case to get rid of built up dust. Boost the cpu cooler rpm. The CPU should be 65C max gaming. Get rid of any overclocking.
