For anything more than 8gb, the size of the ssd cache in the samsung, the 7200rpm Black would be faster than the 5900 rpm Barracuda.

Fastest for what? To use as a boot drive, then probably the SSHD, because the most used portions of the OS will end up in the SSD cache. For streaming video, probably the Black. You do need UEFI BIOS and Windows 7 64bit or newer to support booting from 2TB+ disks.
