I was playing csgo on my Logitech G400s Mouse. Everything was going good until I pressed the scroll wheel down to change weapon. For some reason after that, Mouse wheel up is still working but mouse wheel down will work for 0.5 of a second then refuse to register. I have checked all forums and still, I have no answer. Any help would be much appreciated because this is so annoying! Thank you.

First, check if the problem is associated with the mouse or with the computer by trying another mouse if you have one available.

If it is the mouse, here's one solution that worked for me, with a Dell LaserStream mouse. I opened up the mouse and blew out the accumulated crud, also removing some of what was left using a small soft brush.. (To open the case, I had to remove 2 screws hidden under a pad at the end away from the scroll wheel.) This helped a little, but the problem was still there. On reopening the mouse, I noticed that a small spring was lying on the bottom that had come loose from the right side of the scroll wheel. When I replaced this, the problem was gone!

Following flexser's answer, I used compressed air to blow out the crud in my mouse (a Logitech Performance MX, whose mouse wheel had stopped working for the most part). I didn't even have to open up the mouse, just blew in all the holes.
Problem solved!
