I don't know what settings in overdrive i should use to get a stable clock for about 4.2-4.5 ghz with a hyper 212 plus cooler. Currently running at 25-26 degrees! Please help

Solution
If you want the most stable oc possible you should go about it in the bios.
No one can tell you a exact voltage to use. It is a process that takes time.

Disable your turbo and set the vcore and multiplier to the turbo specs to start.

Make this registry change to show core parking in windows power options and set min core to 100. It is the same registry keys for win 7/8
